Steven Toff (he/him), Founder & Principal Attorney
Steven Toff founded Bread & Roses Law Group after years of practicing as an employment attorney in Seattle and decades of experience in the labor movement. Frustrated by the limited options available to workers who face wage theft, discrimination, or retaliation, Steven set out to build a legal practice grounded in movement values—one that brings together experienced advocates to help workers fight back and win. His work blends creative legal strategy with deep organizing experience to support individuals and worker-led campaigns.
Steven’s practice focuses on representing workers in employment disputes, including discrimination, harassment, wrongful termination, wage and hour violations, and retaliation. He has brought class and individual claims on behalf of workers in a wide range of industries. In 2023, Steven filed and helped lead a landmark lawsuit against Canlis, one of Seattle’s most iconic fine-dining restaurants, on behalf of hundreds of workers alleging wage theft and service fee violations. The case settled in 2024 for $1.45 million.
Before founding Bread & Roses, Steven served as Deputy General Counsel for the New York State Nurses Association (NYSNA), where he advised the union on collective bargaining, internal governance, and legal strategy in support of organizing campaigns. He has spent over two decades working in the labor movement—as a union organizer, staff representative, and negotiator—and continues to serve as outside counsel to several labor unions. He now brings that same commitment and experience to bear in advocating for individual workers and worker-led initiatives.
Steven is a graduate of Northeastern University Law School, and is licensed to practice law in Washington and the District of Columbia.
Carol Igoe (She/her), Of Counsel
Carol Igoe has spent over 20 years standing up for workers like you. She fights companies that break the law by discriminating against employees, punishing those who speak up, or firing people unfairly. Carol knows these battles aren’t just about money—they’re about dignity, safety, and making workplaces fair for everyone.
Carol brings years of experience to her work, taking on corporations, hospitals, and government agencies.
Carol began her legal career with a federal clerkship in the 9th Circuit , followed by years of practice at the EEOC as a trial attorney, and over a decade of private practice. Her arguments and advocacy have shaped the development of the law in state and federal courts, including the U.S. Supreme Court.

Ken Wang (he/him), Of Counsel
Ken Wang serves as Of Counsel at Bread & Roses, where he brings his expertise in nonprofit law, political compliance, and strategic infrastructure to support movement organizations and worker advocacy efforts. With a foundation in community organizing and a legal practice focused on complex regulatory environments, Ken helps clients build power while navigating the rules that govern advocacy, campaigns, and organizational structure.
Ken began his career as a civic engagement and community organizer in San Francisco’s Chinatown, and brings that lens of grassroots strategy into his legal work. He specializes in designing and maintaining compliant c3, c4, and PAC multi-entity systems, and advises clients on navigating campaign finance, lobbying, and nonprofit governance regulations across federal, state, and local jurisdictions.
In addition to his role at Bread & Roses, Ken is Compliance and Policy Counsel at Resilient Strategies LLC, which provides operations and compliance support for movement-building and electoral organizations. He is also a partner—alongside Laura Misumi—at Resilience Legal LLP, a boutique law firm dedicated to nonprofit tax and political law. Ken remains active in state-level policy advocacy, especially on legislation that advances protections for low-wage workers and democratic participation. Ken is licensed in California.
Laura Misumi (she/her), Of Counsel
Laura Misumi is an experienced labor and employment attorney with a strong track record of supporting worker-led organizations, unions, and campaigns. As Of Counsel with Bread & Roses, Laura advises on workplace rights, internal organizational compliance, and strategies to strengthen legal infrastructure for collective action. She brings more than a decade of experience working with labor unions and grassroots organizations to advance racial, gender, and economic justice.
Laura began her legal career as an attorney with SEIU Healthcare Michigan and SEIU International, and later represented workers and nonprofits at TakeRoot Justice in New York. She also served as Managing Director at Detroit Action, and as the founding Executive Director of Rising Voices, a project of the Center for Empowered Politics, where she helped grow a statewide base-building organization focused on Asian American communities.
In addition to her work with Bread & Roses, Laura is General Counsel at Resilient Strategies LLC, a firm that provides scalable, values-aligned back-office operations for organizing and campaign work, helping partner organizations stay compliant while building power. She is also a partner—together with Ken Wang—at Resilience Legal LLP, a boutique firm specializing in nonprofit tax and campaign finance compliance. Laura is licensed to practice in Michigan, New York, Washington, D.C., and California.
Jennifer Aboussemah (she/her), Paralegal
Jennifer has dedicated her entire career to the legal field, driven by a strong belief in standing up for others and offering meaningful support during life’s most difficult moments. With a passion for justice and a talent for fostering trust, she brings empathy, grit, and tenacity to every client and case.
Born and raised in the San Francisco Bay Area, Jennifer’s commitment to social justice took root early. She has worked across a range of legal disciplines, including criminal, civil, and family law, and has built a career centered around advocacy and access. Jennifer spent twelve years with a prominent Bay Area union-side labor law firm, where she supported attorneys in advancing workers’ rights and served as the firm’s shop steward—defending her coworkers' rights and ensuring union values were upheld from the inside out. Her experience also includes serving as a contract administrator for the Laborers Union and as a legal assistant for the California Nurses Association—roles that deepened her dedication to the labor movement and her belief in fair treatment for all.
Her advocacy extended beyond the office. Jennifer served as a delegate to her county’s labor council and sat on the board of the Social Service Human Relations Board for the City of Alameda. She has also tutored both adults and children in literacy, underscoring her belief in education as a form of empowerment and personal growth.
At home, Jennifer finds joy in restoring her fixer-upper, tending to her garden, reading, or relaxing with her dog, Coco, and her mischievous cat, Laila. As the youngest of eight raised by a single mother, she carries the values of resilience, cooperation, and compassion into all aspects of her life and work.
Jennifer’s experience, warmth, and steady presence make her a vital member of the team—whether she's supporting attorneys, guiding clients, or making sure everything runs seamlessly behind the scenes.
Evan Gallo (he/him), Legal Assistant & Intake Coordinator
Evan Gallo joined Bread and Roses Law after working with Steven as a plaintiff in the class-action lawsuit against Canlis Restaurant. He now manages client intake as well as the technical operations of the firm.
Evan’s background is in technology. He studied Computer Science in his undergraduate career and worked at multiple large tech companies. In need of a life change, he moved into the world of hospitality where he found not only fulfillment in building relationships with people, but also a passion for listening to and advocating for his coworkers. He advocated relentlessly for his peers when wronged by management, whether it was harassment that went unacknowledged or systematic theft of service charges collected by the house. He deeply understands the challenges faced by restaurant and hospitality industry workers.
Outside of his work at Bread & Roses, Evan is currently attending the University of Washington School of Law and plans to practice employment law upon graduation.
